More
BC Non-Profit Housing Association congratulates British Columbia’s newly elected Conservative government.
A new government brings an important opportunity to build relationships and advance practical solutions to the housing challenges facing communities across the province. Affordable and supportive housing remain essential to healthy, safe communities, and BC’s non-profit housing sector brings the experience, expertise and projects needed to help government make progress.
As we begin engaging with the new government, BCNPHA will take a solutions-focused approach: identifying opportunities to build more homes, working to preserve existing affordable housing and strengthen the support systems people rely on.
We will also keep members closely connected to this work, ensuring your experience helps inform our advocacy and the solutions we bring forward.
What We Know So Far
It is still early days and much remains to be seen about how campaign commitments will translate into government action. What has not changed is the scale of the challenge: housing demand remains significant, homelessness persists across BC, and for many people with complex needs, housing with supports is critical to staying housed, healthy and safe.
The BC Conservatives’ platform places a strong emphasis on increasing housing development and removing barriers to construction. That creates an opportunity to ensure non-profit housing is part of the solution.
Increasing overall housing supply is important, and to make an impact it must be paired with investment in homes for people the market does not reach. Eight in 10 British Columbians believe non-profit housing is an essential part of a healthy housing system, and our sector is ready to deliver.
Housing supply is a critical part of the equation, but not the only one. The incoming government has committed to several changes to disability assistance, including a $100-per-month increase, annual rate reviews, a higher earnings exemption, and changes to the treatment of spousal income. These commitments signal a clear recognition of who is most vulnerable to housing instability.
Opportunities for Progress
The incoming government’s priorities create areas where we can work together. More housing, strong communities, a healthy economy, and better outcomes for people are interests we share.
And while government has changed, the housing needs of British Columbians have not.
BC needs 12,500 new affordable homes every year for the next decade, alongside the substantial investment required to protect and renew the affordable homes we already have through capital renewal.
At the same time, the construction sector is facing significant challenges. British Columbia lost 9,800 construction jobs in September. Accelerating affordable housing projects can help tackle two challenges at once: getting homes built and people working in private-sector construction jobs.
We see four immediate opportunities for government:
The whole of the housing system requires predictability and certainty from government to truly address one of British Columbia’s most stubborn challenges.
What We’re Watching
Supportive housing, public safety, and pressure on health and emergency services were significant issues during this election. It’s clear that British Columbians are looking to government for solutions. Our recent polling found that a majority in this province believe supportive housing is the most effective approach to reducing homelessness and related public-safety concerns.
And yet we know that the status quo isn’t working.
A new government creates an opportunity to take a fresh look at the system. Government will need to understand what is working, what needs to change, and how housing can be better connected with health, mental-health, substance-use and community supports.
BC’s non-profit housing sector is a critical partner in this conversation. Providers bring practical, front-line experience that can help government design approaches that keep people successfully housed, strengthen community safety, and reduce pressure on other public systems.
We also expect the relationship between the province and municipalities on housing to change. Provincial housing targets, including expectations related to non-market housing, may be eliminated or significantly altered under the new government. If that happens, the role of local government decisions will become even more important to the delivery of affordable housing.
For non-profit housing providers, strong municipal relationships will be more important than ever. Providers should be actively building relationships with mayors, councillors and senior municipal staff, making the case for community housing in local planning and investment decisions, and ensuring that affordable and supportive housing remains part of the conversation as communities determine how and where they grow.
BCNPHA will continue supporting members in this work and advocating for municipal policies that make it easier, faster and more financially viable to deliver non-profit housing.
Our Plan Moving Forward
BCNPHA will maintain a high level of engagement with the new government, MLAs and decision-makers.
Our focus will be on practical solutions: building more affordable homes, protecting the homes we have, strengthening supportive housing, and ensuring housing providers have the resources and operating environment they need to succeed.
Just as importantly, we will continue bringing members’ experience directly into our advocacy. Your expertise will be critical as the new government develops its housing agenda.
We encourage members to stay engaged and tell us about emerging challenges and opportunities. It is also more critical than ever that you engage both the MLAs and local government leaders who represent the communities where you operate. Strong relationships with mayors, councillors and municipal staff will be increasingly important to ensure affordable housing remains part of local housing solutions. We have developed resources to support your engagement.
The government has changed. The need for safe, secure and affordable housing has not. Neither has our commitment to achieving it.
BCNPHA is ready to bring the experience, evidence, and solutions of BC’s community housing sector to the table and work constructively with the new government to build a stronger housing system for everyone.
