Main Purpose and Function
The position of Senior Housing Planner in Affordable Housing Programs provides strong leadership, project management and team-building skills and is a key part of the professional team that will implement parts of the City of Vancouver’s new Housing Vancouver strategy over the next 10 years. Vancouver has some of the strongest protections for renters in the region and this position will lead the development and implementation of programs and services that improve the capacity of both community-based renter services and City services to help renters overcome barriers to pursuing their rights.
This position leads one of the Affordable Housing Program’s Teams within the broader Homelessness Services and Affordable Housing Program branch. The position initiates and oversees the work of Social Planners, Policy Analysts and Planning Assistants on a variety of projects and initiatives to better support renters across all City departments and services, as well as the establishment of a community-based Renters Centre. This position brings substantive expertise and creativity to a range of complex issues, with strong project management skills to support critical decisions, projects and strategies.
Key Contacts and Reporting Relationships
This position reports to the Managing Director, Homelessness Services and Affordable Housing Programs and supervises professional staff, consultants and contractors. The work requires significant collaboration and cooperation across City departments, with senior levels of government, the non-profit & co-op housing sectors, local renter-serving organizations and advocacy groups, and the private sector partners.
The team, made up of City staff from Homelessness Services and Affordable Housing Programs, Development, Buildings and Licensing, Housing Policy and Regulation, and Legal Services, works with renters, building owners, landlords, community partners, and other levels of government to improve the renter experience and the stability of rental tenancies.
Provides leadership, coordination, planning, research and policy analysis related to improving services and protections for renters and to ensure coordinated and timely action by City departments to assist renters at risk of displacement.
Leads the development and implementation of a community-based Renters Centre to provide a location to gather key renter-serving organizations, including City services, to increase tenant access to supports, education, and legal advocacy.
Leads the coordination of the City of Vancouver Renter Advocacy and Services Team (RAST) established to identify opportunities to better support renters across all City departments and services. The RAST includes staff from Homelessness Services and Affordable Housing Programs, Development, Buildings and Licensing, Housing Policy and Regulation, and Legal Services and works with renters, building owners, landlords, community partners, and other levels of government to improve the renter experience and the stability of rental tenancies.
Manages the administration of the Renter Services Grants designed to support non-profit community-based programs that assist and empower Vancouver renters to understand their rights, pursue their rights, and/or secure their housing.
Manages staff in the day to day responding to renter concerns and provide strategic guidance to staff, renters, applicants and senior managers on implementation of tenant relocation plans.
Collaborates with the Planning Department to implement innovative housing policies in upcoming/ongoing community and city-wide planning work to respond to the needs of renters (e.g. The Tenant Relocation and Protection Policy).
Leads on reporting on the data and outcomes from implementation of Tenant Relocation Plans and collaborate with the Planning Department in any policy reviews or practice refinements.
Leads City initiatives aimed at protecting and improving services for renters.
Collaborates with a wide range of internal departments (Planning & Development Services, Development Building & Licensing, Real Estate & Facilities Management, Law, Finance, etc.,) and partner with external stakeholders to improve rental housing availability and tenant stability to effectively implement Council’s priorities related to improving rental housing and renting.
Provides liaison with the public, community groups, representatives of the development industry, non-profit/co-op housing providers, and senior government representatives and agencies.
Prepares and present reports and recommendations to senior staff and City Council and attend at Council meetings to represent the Team and respond to questions as required.
Supervises an Affordable Housing Program Team by developing individual work plans, performance objectives, training and development opportunities, coach, mentor and motivate staff to achieve high levels of performance, and encourage a team approach to achieving housing and corporate objectives.
Supports the Director in recruitment and managing shifting work demands, providing project management support and ensuring the Team is responsive to changing priorities.

Minimum Qualification Requirements
Education and Experience:
University graduation at the Masters level in business, planning, public policy, social sciences, or a related discipline.
5 years of related experience at a responsible level, or an equivalent combination of training and experience.
Knowledge, Skills and Abilities:
Thorough knowledge of the theory, practice and objectives of social planning.
Considerable knowledge and understanding of social, economic, political, technological, demographic and environmental trends, factors and issues related to housing and renting (e.g. Rental Tenancy Act) context in Vancouver and Metro area.
Considerable knowledge of the factors affecting housing supply and demand, including land use planning, land and development economics, social safety net policies, income distribution, and the influence of individual characteristics e.g., physical disabilities, mental illness, alcohol/drug dependencies, gender, family status, ethnicity, etc.
Considerable knowledge of project management philosophies and practices, including project scope, budgeting, scheduling, and coordination of team activities.
Considerable knowledge of municipal planning, land development, community development, housing planning and policy development.
Ability to lead a team of professional social planners implementing projects using strong coaching and mentoring skills.
Highly developed methodological, analytical, creative and conceptual skills.
Ability to develop, review and monitor financial and project analysis instruments.
Ability to develop and present evidence-based recommendations to senior staff, governing bodies and stakeholders.
Ability to build consensus on in the delivery of support services and policy development both with internal departments and with external parties including community stakeholders in potentially contentious environments.
Ability to speak effectively to a variety of audiences, including the general public, community and business groups and to city council.
Ability to provide clear and concise reports both verbally and in writing.
