ABOUT US
The John Howard Society of the Lower Mainland of BC (JHSLM) is a registered non-profit charitable organization which provides assistance with housing, life-skills, and community-based support with the goal of assisting individuals to achieve greater independence and value their positive contributions to society.

While our agency’s traditional client base is persons who are in conflict with the law, through our long history of service delivery we have developed an expertise in prevention by supporting persons with complex needs facing multiple barriers, those experiencing chronic homelessness, substance misuse, barriers to employment and/or housing, and complex needs including addictions, fetal alcohol spectrum disorder, mental health issues and/or developmental disabilities.

The JHSLM currently owns and operates several supportive housing properties that require ongoing maintenance, upgrades, and expansion. This role provides key oversight of the property management team and associated planning and maintenance processes.

The Society has several key strategic goals to develop permanent supportive housing projects located throughout the Lower Mainland of British Columbia. JHS intends to continue to acquire and develop affordable rental homes for homeless or at-risk individuals and families with the wraparound supportive services necessary to help residents reintegrate into the community, increase independence and achieve long-term stability.

ROLE PURPOSE
The Director of Social Housing is the key position responsible for ensuring the management of all existing properties along with the acquisition and development of new properties and housing opportunities. This key position works within the framework of JHSLM’s mission, vision, values and strategic plan.

REPORTING
The Director of Supportive Housing is accountable to the Chief Executive Officer.

KEY ACCOUNTABILITIES
• Identifying acquisition opportunities, including defining each project’s services & programs; developing acquisition and funding options; and evaluating over-all project feasibility in order to support the CEO & Board of Directors in making decisions.
• Consultation with staff to develop project concepts and specifications including the creation of support service plans and agreements, define each project’s target population and unit mix, and incorporate design recommendations
• Oversee the negotiation of all major agreements and financing documents, including limited partnership agreements, loan documents, construction contracts, architectural agreements, and property management agreements
• Lead the municipal approvals process including assembling required documents, and consultation with neighbors, elected officials and stakeholders.
• Applying for funding and financing, including alternative sources and creative partnerships that create housing opportunities.
• Developing financial pro formas and writing business plans for multi-unit residential projects and the renovation or expansion of existing properties.
• Develop strategies for leveraging the society’s assets to develop new projects.
• Make recommendations to the CEO on new actions, goals and targets related to the development of new housing.
• Make recommendations to the CEO with respect to financing, debt and financial sustainability of projects.
• Develop and manage timeliness for various activities to ensure strategic plans and critical development processes are carried out in a timely manner.
• Seek and develop viable partnerships to advance the society’s goal of creating new housing.
• Oversee overall progress of building and renovation projects in terms of budgets and timelines
• Build and maintain positive and effective relationships with external partners, including; banks, investors, government lenders, and consultants, such as general contractors, architects, and others
• Maintain a working knowledge of significant developments and trends in the field
• Work with the CEO to report to the Real Estate Committee and Board of Directors on the progress of development projects and to request approval of new projects
• Work with the CEO to advocate for policies, programs and funding that support and expand permanent supportive housing
• Lead the Property Management Staff team to provide emergency, and routine maintenance to our existing properties.
• Ensure sufficient policies and procedures are in place to protect our properties and provide a safe, clean, and comfortable home to our clients and a similar work environment to our staff
• With the support of the CEO, create departmental policies and procedures that promote high quality housing, support services, and an effective work environment for staff

QUALIFICATIONS
You are a highly motivated individual with a proven ability to work within a fast-paced, growth-focused environment. You will possess:

• Knowledge of the social/affordable housing sector.
• Knowledge of local government development approvals processes.
• Knowledge of federal and provincial and local government grants/programs for affordable housing.
• Knowledge of policies, guidelines and statutory requirements relevant to real estate development.
• Ability to analyze various real estate development opportunities, including financial analysis.
• Ability to develop feasible plans and successfully implement the plans.
• Ability to lead teams to accomplish goals.
• Ability to work in a fast paced, multi-task environment.
• Ability to deal with diverse stakeholders.

COMPENSATION
Annual Salary will be negotiated based on experience and qualifications. This role will also be eligible for the Society’s comprehensive Management Benefits Package.
